Google Shopping free listings vs Shopping ads: what UK retailers need to know
Both come from the same Merchant Center product data. Free listings cost nothing per click but give you little control. Shopping ads cost money but let you choose which products, budgets and searches to push. Most shops benefit from both, in the right order.
Quick answer
Free listings need Merchant Center with approved products and the free listings programme enabled. Shopping ads also need a linked Google Ads account and budget. Fix product data first, use free listings to learn what sells, then use Shopping ads to scale proven, profitable products.
How the two differ
| Free listings | Shopping ads | |
|---|---|---|
| Cost | No charge per click | Pay per click, with a budget you set |
| Accounts needed | Merchant Center | Merchant Center plus Google Ads |
| Control over placement | None; Google decides relevance | Budgets, bids, product groups, negative keywords |
| Where they appear | Organic product results across Google surfaces such as the Shopping tab | Sponsored positions on Search, the Shopping tab and other Google placements |
| Main lever | Product data quality | Product data quality plus campaign management |

Google began offering free product listings on the Shopping tab in 2020. Products that meet its policies and product data requirements can appear in organic product results without any ad spend. Google's Merchant Center help notes that you need to opt in to show products in free listings, so check the programme is enabled in your account rather than assuming it is.
Free listings are a good fit when you are testing Google as a channel, have a small catalogue, or want extra visibility alongside ads. Their weakness is control. You cannot push a high-margin product, exclude a low-margin one or target a particular search term. Visibility depends on how relevant and complete Google judges your data to be.
What improves free listing visibility
- Titles that lead with what the product is, then the details shoppers search for. See our product title guide.
- Correct GTINs and brands so Google can match your product to searches for it. See GTIN, MPN and brand.
- Accurate price, stock and delivery costs that match the website.
- Clear product images on a plain background without overlays.
- Complete optional attributes where relevant, such as colour, size, material and product type.
Shopping ads
Shopping ads use the same product data but add a Google Ads campaign on top. You set a budget and decide which products get more or less investment. That control is the point: you can group products by margin, best sellers or season using custom labels, and stop paying for searches that never convert.
In the UK, Shopping ads can also be run through a Comparison Shopping Service (CSS). That choice affects how your ads are bought, not the product data you need.
Shopping ads magnify whatever is in the feed. Weak titles, missing identifiers and price mismatches cost more when you are paying for every click, so treat feed quality as part of the ad budget rather than a separate job.
Which should you start with?
For most small and growing shops the sensible order is:
- Fix the product data. Run through our Merchant Center feed health checklist and clear disapprovals first.
- Turn on free listings. Let them run for a few weeks and check Merchant Center's performance reports to see which products get clicks.
- Add Shopping ads selectively. Start with products that have good margins, reliable stock and evidence of demand. Expand from there.
If you already run Shopping ads, keep free listings enabled too. Merchant Center reports clicks from both, which helps you see whether paid spend is adding sales or just buying clicks you would have had anyway.
Common mistakes
- Assuming free listings are on. Check the programme status in Merchant Center.
- Starting ads with a broken feed. Disapproved and limited products waste budget and hide the products that could perform.
- Judging Google on free listings alone. Low free-listing traffic usually reflects weak data or high competition, not that Google cannot work for your products.
- One campaign for everything. Without product grouping, spend drifts to whatever gets clicks rather than what makes money.
Questions businesses ask
Do I need Google Ads for free listings?
No. Free listings need Merchant Center. Some ecommerce integrations ask you to connect Google Ads during setup, but connecting an account does not commit you to spending.
Will running ads reduce my free listings?
Ads and free listings are separate placements. Running ads does not switch off free listings, and the same product can appear in both.
How do I see which is working?
Merchant Center's performance reporting shows clicks from ads and free listings. Link Google Analytics to see what those clicks go on to buy.
Can my products be in free listings if they are disapproved for ads?
Disapprovals usually affect both, because they are based on the same policies and data. Fix the issue at source and both benefit.
